Liberia Hosts Regional VIMSAS Workshop

Liberia, on June 25, 2012 hosted the Regional Workshop on the Implementation of the Voluntary IMO Member State Audit Scheme (VIMSAS). The workshop was held at the Monrovia Regional Maritime Rescue Coordination Centre (MRMRCC) and brought together participants from Liberia, Equatorial Guinea, Nigeria, The Gambia, Ghana, Sierra Leone and Sao Tome and Principe.

VIMSAS is organized within the framework of the Integrated Technical Co-operation Programme (ITCP) and is funded by the IMO Technical Co-operation Fund. The purpose of the workshops worldwide is to assist national governments in the process of preparing for the audit under the Voluntary IMO Member State Audit Scheme (VIMSAS).

The objective of the workshop was to provide participants with advice on the structure and mechanism necessary for enhancing the capacity and effectiveness of implementation of the provisions of the mandatory IMO instruments and the Code, with a view of assisting maritime administrations in the effective preparation for volunteering for VIMSAS audit. It was also intended to determine to what extent Member States are implementing and enforcing the applicable IMO instruments and thus contribute to the enhancement of global and individual Member State performance in compliance with the requirements of such instruments to which they are a Party.

Mr. Lawrence D. Barchue Sr., the head of the IMO’s Department for Member State Audit and Implementation Support at the Maritime Safety Division was key facilitator of the workshop assisted by Mr. Hemming Hindborg of Denmark, an IMO Consultant.
