Mr. Debar Allen's financial management experience spans over 25 years. From providing expert management services for a variety of specialized industries, He has led startup ventures for complex multi-million dollars manufacturing plants, designing internal management/operational structures and systems for manufacturing, procurement, inventory control, process integration and multi task staffing. He has also managed the operational phase of major acquisitions and mergers. His services to his employers have resulted in increased productivity, efficiency and profitability. He holds a Masters of Business Administration degree from the Frostburg State University, Frostburg MD, USA and a Bachelors of Science degree in Chemistry from the University of Liberia. Born on April 30, 1964, Director Allen is married with two children.

Director Augustine K. Ngafuan, Minister of Finance, Republic of Liberia is one of the three statutory members of the Board of Directors of the Liberia Maritime Authority. Director Ngafuan brings to the Board a wealth of experience in Financial Management and Accounting. He holds a Masters of Business Administration Degree in Finance and Accounting from the Rochester University's William E. Simon Graduate School of Business Administration in Rochester, New York. With a Bachelors of Business Administration Degree (Honors) in Accounting and Economics, Director Ngafuan also holds a certificate in Public Financial Management from the John F. Kennedy School at Harvard University. A seasoned banker, Minister Ngafuan served in several managerial and executive capacities at the Central Bank of Liberia as Bank Examiner, Senior Banking Analyst, and Assistant Manager/International Banking and Professional Trainee respectively. He also served as Director-General of the Budget Bureau of the Republic of Liberia. Minster Ngafuan is the recipient of the Merit Award for Academic Excellence (West African Examinations Council), the 2010 National Leadership Award and the Joseph Jenkins Roberts Education Foundation Award for graduation with the highest honor (summa cum laude) from the University of Liberia.

Mrs. Theresa Leigh Sherman's experience spans over thirty (30) years. She has more than twenty-five (25) years of experience in Education Management and Administration, Counseling and Career development, and leaderships in nonprofit several organizations. Mrs. Leigh Sherman is the recipient awards including the Human Rights Award for the Mano River Women Peace Network from the United Nations in 2003, The Global Humanitarian Award by Their Majesties, the King and Queen of Spain for her activities as a Female Activist of Liberia and Leadership Role for the National Red Cross Society among others. Mrs. Leigh-Sherman is President of the Liberia National Red Cross Society (LNRCS) and Chairman of the Joseph Jenkins Roberts Education Foundation. Mrs. Leigh-Sherman served as Chairman of the Board of Trustees of the University of Liberia between 2004 and 2006 and is the President and Founder of The Leigh-Sherman Community College. Mrs. Theresa Leigh-Sherman is an ardent Christian and holds a Bachelors Degree in Sociology from Elmhurst College, Elmhurst, Illinois, USA and a Doctorate Degree (Honoris Causa) in Humanities from the United Methodist University, Monrovia, Liberia.
